The admin,
demystified.

Good news the forums haven't caught up with: US and Canadian driving licences convert to Greek ones without a driving test. The rest of Greek admin follows one rule — get your AFM first, then everything else becomes possible.

The essentials · 2026
  • Driving licence: US and Canadian licences convert without a driving test (mitos.gov.gr service)
  • Tourists and scouting trips: you still need an IDP alongside your licence to rent a car
  • Pets from US/CA: ISO microchip → rabies shot ≥21 days → EU health certificate endorsed by USDA-APHIS or CFIA
  • Admin backbone: gov.gr online + KEP citizen service centres in person
  • First document, always: the AFM (tax number) — free via AADE
  • English proficiency: Greece ranks #20 worldwide (EF EPI 2025, "high proficiency")

Your driving licence: the myth, corrected

The old expat forums say Americans must retake their driving test in Greece. They're out of date. Greece converts licences from the US and Canada (also Australia, Japan, South Africa, and South Korea) without a driving test — the exchange is a listed service on mitos.gov.gr. What it takes:

Before residency: on scouting trips you're a tourist, and rental agencies (and Greek law) expect an International Driving Permit alongside a US or Canadian licence. Get the IDP at AAA or CAA before you fly — it costs little and removes an argument at the rental desk.

Bringing your pet

Greece follows the standard EU rules — identical to Portugal's, so if you've read our Portugal guide, nothing changes:

  1. ISO-standard microchip first (before the rabies shot, or the shot doesn't count)
  2. Rabies vaccination at least 21 days before travel
  3. EU animal health certificate issued within 10 days of travel, endorsed by USDA-APHIS (US) or CFIA (Canada)

1AFM (tax number) — needed for property, bank, utilities, a car. Free.AADE / myAADE
2Bank account — possible pre-residency with an AFM and paperwork; expect in-person requirements and questions about source of funds.Greek bank branch
3Residence permit — biometrics and the blue-certificate wait. See Visas & Residency.Ministry of Migration & Asylum
4Everything else — utilities, licence exchange, vehicle registration. Most services are on gov.gr; KEP centres handle it in person and are widely praised by residents.gov.gr / your local KEP

Language reality: Greece ranks #20 worldwide for English proficiency (EF EPI 2025 — "high proficiency"), and English is common in cities, tourist areas, and among younger officials. Village bureaucracy is another matter — a Greek-speaking friend, lawyer, or accountant pays for themselves the first time a document needs chasing.
